Federal law says you can only hold a CDL in one state — the state where you live. So if you're moving to Washington from another state, you need to transfer your CDL to the Washington Department of Licensing within 30 days of establishing residency. The good news: you don't have to retake the skills test. The bad news: there's still paperwork, and certain situations can complicate the process.

What You Need to Bring to the DOL

Visit a Washington DOL office with the following: your current out-of-state CDL, your Social Security card (original, not a copy), two documents proving Washington residency (utility bill, lease agreement, bank statement), a valid Medical Examiner's Certificate (DOT medical card), and proof of legal presence in the U.S. if your current license doesn't meet Real ID standards. Washington will verify your CDL record through the Commercial Driver's License Information System (CDLIS), which tracks CDL holders nationwide. If there are holds, suspensions, or issues on your record in any state, they'll show up here.

Endorsements and Restrictions

Your endorsements transfer with your license, but Washington may require you to re-verify certain ones. HazMat endorsements always require a new TSA background check when transferring states, which takes several weeks and costs about $87. Other endorsements like Tanker, Doubles/Triples, and Passenger typically transfer without additional testing as long as they're current on your existing license. Any restrictions on your current CDL — like an automatic transmission restriction or corrective lenses requirement — will carry over too.

Common Issues That Delay Transfers

The most common delay is an unresolved issue in your previous state — an unpaid ticket, a lapsed medical certificate, or a hold from a previous employer's drug and alcohol program. Washington DOL can't issue your CDL until those issues are cleared. Another snag: if your medical certificate is about to expire within the next 90 days, some DOL offices will ask you to renew it before they'll process the transfer. Get your medical card renewed before your DOL visit if it's close to expiration.

Timeline and Costs

If your paperwork is clean, the transfer can be completed in a single DOL visit. You'll pay the standard Washington CDL fee of approximately $106. Your new Washington CDL will have the same class and endorsements as your previous one. The whole process at the office typically takes one to two hours. Plan your visit for a weekday morning to avoid the longest wait times. Once you have your Washington CDL, you can start working with any carrier in the state immediately.
